What is a Voluntary Planning Agreement?

A Voluntary Planning Agreement (VPA) is an agreement entered into by a planning authority (such as Council or NSW Department of Planning and Environment) and a developer.  Voluntary Planning Agreements are often used to enable a broad range of public benefits to be negotiated in relation to Planning Proposals and Development Applications.
