There is currently ONE development items on public exhibition.



Council has received a Development Application for Electricity Generating Works – Construction of a 5MW Solar Farm and ancillary facilities on Lot:1 DP:626213, Kidman Way Hillston.

The name of the applicant is Elton Zhang and the Consent Authority for this development is Carrathool Shire Council, PO Box 12, Goolgowi NSW 2652.

This development is identified as being Integrated Development.  The approval authority for Integrated development is Transport for NSW under s.138 of the Roads Act 1993 for a permit.

The proposed development is Regionally Significant Development under the meaning of Schedule 6(5)(a) of the State Environmental Planning Policy (Planning Systems) 2021, as being a private infrastructure development that has a capital investment value greater than $5 million for the purpose of electricity generating works. The Western Regional Planning Panel has the function of determining the application.

The Development Application and supporting documents may be inspected at Carrathool Shire Council’s Hillston District Office, 139-145 High Street, Hillston or Goolgowi Office, 9-11 Cobram Street, Goolgowi, and is available here on Carrathool Shire Council’s website, from Thursday 16 May 2024 up until close of business on Wednesday 12 June 2024.

During the time of public exhibition up until the close of business on Wednesday 12 June 2024 any person may inspect the documents and make written submissions to Carrathool Shire Council concerning the proposed development and if the submission is made by way of objection, the grounds of the objection must be specified in the submission.  Submissions will be provided to the planning panel and may be viewed by other persons with an interest in the application. Any submissions received regarding this Development Application will be considered a public document.

Any person who makes a submission by way of an objection and who is dissatisfied with the determination of Carrathool Shire Council to grant development consent may appeal to the NSW Land and Environment Court.  Should you require further assistance in relation to this matter then please do not hesitate to contact the Council on 6965 1900 during normal office hours.
